Is it safe?

Mouse Jiggler is free. The app collects no data and makes no network connection.

The executables are not code-signed (a certificate is expensive for a free project). Windows SmartScreen may therefore show “Windows protected your PC”: click More info then Run anyway. To make sure your file is the original, compare its SHA-256 fingerprint with the published one, for example in PowerShell:
